RANCHI: INDIA bloc's "7 Guarantees" versus BJP's "Sankalp", as both sides seek to win over voters in a closely contested race in Jharkhand. The governing alliance - JMM, Congress, RJD, and CPI-ML Liberation - unveiled Tuesday its election manifesto titled "Ek Vote-Seven Guarantees", promising a series of welfare measures as a counter to BJP's pledges.
The alliance, led by CM Hemant Soren, pledged to provide 10 lakh jobs for youths, health insurance coverage up to Rs 15 lakh for low-income families, and raise reservations for STs, SCs, and OBCs in govt jobs and educational institutions. Among the major promises from the alliance is a raise in the minimum support price (MSP) for farmers to Rs 3,200 - slightly above BJP's pledge of Rs 3,100.
CM Soren outlined increases in reservation percentages for STs, SCs, and OBCs to 28%, 12%, and 27% respectively, while also announcing a monthly stipend of Rs 2,100 for women under the "Maiyya Samman Yojana".
BJP's manifesto, released by Union home minister Amit Shah in Ranchi two days ago, has committed to raising OBC reservations to 27% from the current 14% without altering existing quotas for STs and SCs, currently at 26% and 10% respectively.
"Whenever we talk about any guarantees, PM Modi immediately criticizes it," said Kharge. "PM Modi came here and during his speech, he mentioned my name and said that there is no reliability of Congress's guarantees... Congress fulfils all its guarantees, but Modi's guarantees never get fulfilled."
Kharge also took aim at BJP's approach to promises. "We have allocated over Rs 52,000 crore for the schemes which we promised to people of Karnataka in the ongoing financial year and have already spent 47% of the budget. BJP gives out jumlas but does not implement them. We, on the other hand, deliver on our promises. We will fulfil our promises in Jharkhand, too," he said.
He accused the Modi, Shah, and UP CM Yogi Adityanath of sowing discord, saying: "They are out to divide the people in the name of caste and religion for votes."
On the economic front, the alliance promised to provide 7 kg of subsidised ration a month to eligible families and gas cylinders at Rs 450. BJP has pledged LPG at Rs 500 a cylinder, two free cylinders annually during festivals, and a monthly stipend of Rs 2,000 for unemployed youth, alongside a 2.87 lakh govt job drive and a Rs 2,100 monthly stipend for women.
The alliance's educational and employment promises include plans to establish medical and engineering colleges at the block level and create industrial parks in each district.
CM Soren highlighted the alliance's commitment to implementing a domicile policy based on the 1932 Khatiyan (land record settlement) and pushing for official recognition of the Sarna faith, a religion observed by many tribal communities in Jharkhand.
